Traffic Impact Study / Traffic Impact Analysis / Traffic Impact Assessment

Traffic Impact Study is a new subject to India. Several Professionals, Professors and Government officials are unaware of the subject. Most of them get confused by Traffic Study and Traffic Impact Study. Traffic Impact Study is conducted exclusively for Proposed Developments, primarily to see if the proposed development can be approved or not. Whenever a development occurs (i.e., new buildings are built or existing buildings are expanded), they add traffic to the surrounding road network. This traffic is considered as "new" traffic and will have a negative impact on the surrounding road network. Even one extra car has a negative impact, but such a small impact is considered De-Minimis (i.e., minimal impact) and is ignored. A Traffic Impact Study will help in identifying significant traffic, their impact on the surrounding road network, and in case of significant negative impact, the potential solutions to mitigate such impact. Unfortunately most cities (and to the best of our knowledge, no city) has any Standards or Guidelines or Codes for conducting a Traffic Impact Study. We have handled more than 100 such projects in USA, and have wide experience in the subject. Utilizing our international experience, we have handled several projects in India and have conducted Traffic Impact Study for several clients successfully and so far have achieved approval for all the projects we have undertaken. It may not be out of place if we call ourselves pioneers in this subject at least within our Geographic region. Very few urban planners can boast of such credit.

Road Safety Audit

Road Safety Audit has become an important Engineering Tool to make roads safer and save lives. This subject is misunderstood by many to be a different discipline. Road Safety is involved in all aspects of a road design such as Geometric Design of Roads, Pavement Markings & Signages, Road Furniture, Road Capacity Analysis, Pedestrian Facilities Design, Traffic Signal Timing, etc. Understanding each of these subjects and their context is the key in providing proper roads, which can in turn be termed as Safe Roads. Engineering alone cannot achieve Road Safety. Education of Road Users, Enforcement of the Road rules, and proper Trauma Care centers along with good Engineered roads will ensure proper road safety. The intent to achieve "Zero Fatalities due to Road Accidents" is known as "Vision Zero" which is fast picking up. For most cases, only one solution is proposed by many Engineers as the only solution for road safety. Such cases of having only one solution is mostly wrong. Most cases involve short-term, mid-term and long-term solutions. It is with that intent that road engineering solutions should be provided. We provide the best possible solutions based on the requirements of the road and the available financial resources, yet at the same time, propose solutions that are the best which sometimes require huge amounts of funds, which can be planned in the future. As Empaneled Road Safety Auditors, we hope to make a difference.

Engineering is about balancing Efficiency and Safety. In a theoretical sense with unlimited funds, a Safest Road, would result in lowest efficiency. However, as funds are limited, and efficiency is a key factor, to some extent Safety is sacrificed (i.e., balanced) to achieve the desired Efficiency. A new concept known as "Vison Zero" attempts at achieving zero fatalities due to road accidents. Though this sounds like a dream, it is a possibility and some countries have started achieving benefits in that they have started effectively reducing the number of fatal accidents. It may take another 20 years before the Vison Zero is achieved, but continued efforts would be required in this respect.

Intersections Design

Intersections have the most conflicts on any roadway, and therefore are more susceptible for higher number of accidents, and also for affecting a road's capacity. A well designed intersection will provide a safe and efficient passage for all road users including vehicles and pedestrians. Many professionals provide standard solutions for such cases, without due consideration for the context. We deal with each intersection as a unique case, and provide a context sensitive solution that meets the needs of all road users. We have successfully designed several intersections, and in some cases provided short-term and long-term solutions. Our approach to an intersection design is comprehensive including activities such as Site visits for reconnaissance survey, traffic data collection, existing traffic signal timing collection, topographical survey with total station survey equipment, assessment of local needs, review of adjacent land uses, intersection analysis with various configuration, traffic signal timing plans, preparation of preliminary plans with various alternatives, assisting clients in choosing the best possible alternatives, preparation of detailed alignment drawings, pavement markings & signages plans, storm water improvement plans, road safety considerations, provision for pedestrian facilities, bus bays, etc., preparation of cross-sections, longitudinal sections, detailed bill of quantities, & cost estimates. The ultimate design should be in line with the Urban context and Urban Engineering. Urban planning shoulde be considered in the design of the intersections. Highway Design

Highway Design has been in existence for a very long time. Yet, people still talk about the roads Romans built several hundreds of years ago. The question that arises is that are the roads being designed / built in the recent times not up to such standards? Do we not have the knowledge to design roads that can withstand the test of time? The answer is simple. We know what to do, but in most cases, we don't practice such high standards. Several excuses are made for the sub-standard work such as lack of funds, lack of time for proper design, land acquisition issues, etc. However, if one were to leave all such excuses aside, then proper roads can be developed through proper design and execution. A Highway Design requires a 3dimensional approach. A Highway designer should not design the horizontal alignment separately, and then design the vertical alignment. It should be a comprehensive approach with an iterative approach which simultaneously designs the horizontal elements such as horizontal curves, vertical curves, sight distances such as stopping sight distance (SSD), overtaking sight distance (OSD), etc. (Incidentally, Indian Roads Congress (IRC) talks about Intermediate Sight Distance (ISD), of which we are not much supportive). Additional factors such as embankment heights, shoulder widths, clear zones, storm water drainage considerations, etc., will ensure a long lasting highway and will also ensure safety for the road users. Many professionals rely on software such as MxRoad alone. These type of software are very useful and very powerful, but they have to be utilized properly with due consideration for the design concepts. If a highway designer is not knowledgeable, then he would enter wrong input into such software which will in turn produce a wrong output. Therefore, one should understand the concepts of engineering design before utilizing any software.

Currently, the Government of India and various state governments are giving Highway Construction very high importance. In this scenario, a proper Highway Design will ensure cost benefits along with safer roads. Several of the professional codes being utilized in India for Highway Design are by Indian Roads Congress (IRC). Unfortunately, several of these codes are very old, some of them dating back to 1970 or 1980. Further, some of these codes are only Guidelines rather than Standards. In such a scenario, the Highway designs may not result in uniform designs, and some of the designs could result in individual choices rather than standardized and uniform design. Further, several loosely worded situations referring to international codes (which country code should be considered as an acceptable international code?) allow the use of such foreign designs, of which many Government officers are not fully aware of resulting in a situation wherein they are depended on consultants, rather than they themselves reviewing such drawings and designs. In spite of such several problems, the Highway Infrastructure is poised for a huge growth, and we hope to see a positive trend.
